Digital Transformation Services. From strategy to delivery - we build, secure, and scale data platforms where compliance is not an afterthought.
Turning Fragmented Systems Into a Single Source of Truth
Most public sector organisations are not short of data. The problem is that it lives in different places, managed by different teams, in different formats, and no one has a reliable, joined-up picture of what is actually happening. Decisions get made on gut instinct or incomplete information. Services fall short of what they could be. Staff spend too much time searching for answers that should already be in front of them.
That is the problem Thornacre Engineering Ltd exists to solve.
Since 2019, we have worked exclusively with public sector organisations across the UK to design and deliver data and digital transformations that create lasting, practical change. We do not hand over a report and leave. We work alongside your teams, build the infrastructure you need, and make sure your people have the skills and confidence to use it long after we have finished.
What We Do
Our work covers the full range of what a public sector organisation needs to become genuinely data-driven and digitally capable. Depending on where you are starting from, we can support you with:
| Service Area | What it means for you |
|---|---|
| Data strategy | A clear, agreed plan for how your organisation collects, manages, and uses data going forward |
| Data governance | Standards and processes that keep your data accurate, consistent, and trustworthy |
| Data infrastructure | The technical foundations that connect your systems and bring your data together in one place |
| Unified data views | A single, reliable picture of your customers, participants, or users across all your touchpoints |
| Digital platform development | Modern, accessible websites and digital services built around your users |
| Requirements management | Structured support for large, complex programmes with many stakeholders and moving parts |
| Training and capability building | Hands-on training so your teams can manage and evolve what we build together |
Our Approach
We do not believe digital transformation is primarily a technical challenge. It is a people challenge. The technology is only valuable if the people using it trust it, understand it, and can act on what it tells them.
That is why we begin every engagement by spending real time inside your organisation. We sit with your teams, observe how work actually gets done, run interviews and workshops, and map your processes in detail. We want to understand the human reality behind the data problems, not just the technical symptoms.
From that foundation, we build solutions that are designed around how your organisation actually operates, not how a textbook says it should. We use agile, iterative delivery so you see progress early and often, and we involve your teams throughout so that by the time we hand over, the solution already feels familiar.
We are based entirely in the UK, and we work both virtually and in person, depending on what the project needs.
What this looks like in practice
- We start with discovery: in-person observation, stakeholder interviews, and process analysis
- We use evidence from that discovery to shape the solution, not assumptions
- We deliver in short cycles so you can see, test, and give feedback on real progress
- We run training throughout the project, not just at the end
- We document everything clearly so your teams are never dependent on us to understand what you have
The Results We Have Delivered
We have delivered over 18 public sector contracts without a single delay. Ninety-two per cent of those were completed more than two weeks ahead of schedule.
Our clients include central government departments, local councils, national sporting bodies, and arms-length public bodies. The challenges vary, but the consistent thread is that organisations come to us with fragmented, unreliable data or outdated digital services, and leave with a clear, sustainable foundation for the future.
One recent client told us:
Cornwall Council
Across our projects, we have helped organisations:
- Reduce the time and cost of manual, cross-system data searching
- Give staff reliable, real-time visibility of the information they need to do their jobs
- Meet WCAG accessibility standards and digital inclusion obligations
- Move away from expensive, inflexible legacy systems and vendor lock-in
- Build internal capability so the benefits continue to grow after the project ends
Security and Compliance You Can Depend On
Public sector data is sensitive, and we treat it that way. Our security posture is one of the strongest in our market, and we hold a range of accreditations that demonstrate our commitment to protecting the information you entrust to us.
- Cyber Essentials Plus certified
- ISO 27001:2022 certified
- CREST penetration tested

- NCSC Secure Design Principles and Cloud Security Guidance compliant
- ICO registered with no actions against us
- Microsoft Gold, ISV and Founders Hub partner
- IAAP Accessibility certified
- Living Wage Employer
All data is processed and stored in the UK. We hold your data in dedicated, secure environments and return all project data to you at the end of the contract.
Why Thornacre
We are a small, expert team of 19 people, which means you always work with the same experienced individuals who know your project inside out. We are not a large consultancy that assigns a senior team to win the work and then hands delivery to more junior staff.
We secured venture capital backing in late 2023 to take on more complex and ambitious transformations. That investment reflects confidence in our track record and our ability to scale our approach to larger programmes without losing the quality and care that defines how we work.
If your organisation is ready to move from disconnected, unreliable data to a joined-up, confident digital future, we would like to talk.
